Completely lost

Me and my wife purchased this house last year and the pool was running fine with no problems. Since then we have paid someone to shut it down and then reopen it after winter passed. I can't seem to get it running back to the way it should be. There is a ton of stuff on the surface of the pool and the water lvl is where it should be. I have back washed and rinsed the sand filter a couple of times to try and fix any flow issues. The second part of my problem is I don't know what two of the valves do and when to turn them on or off. I will attach a picture of my set up. Any help would be greatly appreciated. I have a separate problem that may cost me a fortune but didn't see it until it was too late. The pool seems to be really unlevel. Maybe four inches on one side.
