Water bugs, swimming insects and sweat bees.
Foaming bubbly water. Frogs in the pool.
Dead animals in the swimming pool.

Pool Water has a Film or Coating on the Top...

Any clue what could be causing it. My chlorine is a tiny bit high, my PH is perfect and my alkalinity is a little high. I intend to get the chemicals in balance, but I cannot figure out what could be floating on top.

It might be the algaecide causing this. When I was using HTH algaecide, I noticed that happening to the water in my pool. The chlorine level will not cause this but I do suggest balancing your alkalinity. Try a different algaecide.

It could be oils, suntan lotions etc. Try a tennis ball in the skimmer or a "Scum Bag" available at some pool stores A natural enzyme will break down the oils.
