whit cloud on bottom of pool

Stains on the pool surfaces, pool equipment
or on the swimmers, or off-color swimming pool
water. Discolored but clear pool water.

how do i get rid of the white cloud in botton of my pool as soon as we start to vac it it just spreads and thw water is then cloudy
