2000's Hot Springs Spa pulsing on and off

I have a 2001 ish Hot Springs spa w/ a watkins pump and IQ2020. When you push the jets button, the pump starts to turn on then immediately turns off, then it turns on again and off again. It will pulse for about 15 seconds if I let it continue. This has been a problem for months and usually if you keep trying it will kick on and work just fine. Now, it never seems to want to go

I know for a fact the pump is OK, I did a hard wire direct to pump test and it worked without any issues.
The heater is fine, I had to do the "bullet proof modification" w/ 3 new heater relays.

I can hear the pump relays kicking on and off each time the motor pulses, so I believe the control panel is turning the motor on an off.

Is there a pressure switch or something that has failed?
