low pressure-10 and polaris won't run!

Help.....Before I call a technician. My pool pressure has been at around 10 for the past week and the polaris won't run. The cleaning system turns on and there is water flowing through the filter, but the polaris doesn't move. I felt the valve inside the pool which connects to the polaris and no water pressure comes out when its on. I checked the basket for blockages and there weren't any. Any advice?
