If you have a lot of grass growing through it seems to me you need to replace the liner only after killing all of the grass

maybe even lay down a weed barrier before putting in new liner

Wait...grass is growing THROUGH a brand new liner?

Do you live near a nuclear plant by chance?

Sorry, but I have never seen that happen. I would try to dig a trench all the way around the pool and try to find roots, etc to spray with roundup. Grass wont grow in total darkness so the "motherplant" must be getting sunlight from somewhere near your pool and shooting out runners underneath.

Kill the source and you kill your invaders.
