Brownish scum on pool bottom

Stains on the pool surfaces, pool equipment
or on the swimmers, or off-color swimming pool
water. Discolored but clear pool water.

Please help. My pool has very high free chlorine (low ph). My problem is that there is a light brown scum-like stain/residue on the surfaces of the pool that come off when you rub it with a towel - kind of like soap scum in a bathtub. I don't think it's algae (with all that chlorine), but what is it? I vacuum the pool regularly, but am I supposed to clean it the way that you clean a bathtub too, by going over the surfaces?

Where do you get your water source? If you have a lot of chlorine you can knock iron/copper/magneseum out of solution. If you're on a well this is most likely your problem.

I'm not on a well, but we do have a free chlorine reading that is off the chart! My husband likes to fill the chlorinator with all the tablets/cakes that he can; he just doesn't believe in all the ph balance, etc. Once again today I also vacuum up what looks like brown dust/dirt (rather fine) that collects in one part of the pool. Could that be what is doing this also? And too much chlorine?
