build up on bottom of pool

We put 3 bags of shock in about 2 weeks ago. Our pool is in ground and about 32,000 gallons. I think the shock stayed on the bottom of the pool, and is now turning yellowish-brown and our vaccum picks up some of it, but the rest is just pushed into the water, and then it settles. It looks like sand. Our filter seems to always be running at about 25 so Im wondering if the vaccum is just sending it back into the pool. Any ideas on what we should do? Is it algae or is it the shock?
