Chlorine test shows up clear

Can anyone help me, I don't know too much about pools.
I have tested our salt water pool for chlorine and PH, the PH is OK but the chlorine test doesn't change the colour. Does that mean the chlorine is too high or too low? I have used both the Stick type of tester and the drops.

The yello drops will go dark yellow to brown if the chlorine is very high. I would say it is low. You should try shocking the pool to get your levels up
