Resurfacing the entire pool and Deck

I work for a not for profit organization so the most cost effective idea is what I am looking for.

We have an older pool early 70's that a lot of physically challenged individuals use. The tile grouting is starting to chip and fine cracks are appearing. I figured all things considered that it would be more cost effective to resurface the entire pool. Does anyone know of an overlay that can be easily applied by myself and one other person. I should mention that 1" tiles have been used everywhere I thought perhaps the cost to drill the grout out and regrout would be labour intensive and therefore expensive. Additionally this pool is kept almost as warm as a hot tub in order to alieviate cramped muscles and tendons.

Any help sure would be appreciated.
