Pool surface problem

Our community pool has a 1/4''-1'' thick plastic coating that has several holes in it and is getting progressively worse. We are not losing any water but I'm guessing these situations go from bad to worse pretty quickly. We had a company come in and propose that they add a cantilever? deck. Another company that came in wanted to do a coping. these are both expensive repairs but what is the better of the 2? is there any way to just patch up these holes without gouing for a major repair? Both companies agree that the structural integrity has not been compromised. What are your thought? Trying not to get ripped off.
