sink holes

During the settling process sink holes developed all around the pool. Pool did not leak, the cause was rain. The first 18'' look fine then you break through the ground and there is a 3' hole. Is this the problem of an improperly built pool? what is the best solution? Who should fix it pool guy or person putting in patio? Thanks
