Automatic Chlorinator

My chlorine level is non existant even with my chlorinator full of pucks. I suspect that it may not be working properly as thier doesn't appear to be any water in it when I take the top off. Is there any way to check that it is working properly?

Mine got plugged up with lime or something. As i recall, there is a small cavity above the dial. I cleaned it with muriatic acid.
