small dipressions, ruts under above ground vinyl liner

Installed a new liner last Spring. Just 3 months later, two 1 foot by 4 inch by 2 inch deep dipressions appeared about 3 feet from the edge of the pool. What caused these dipressions or ruts to form (sand bottom)? We are assuming we need to drain the pool, lift the liner and fix. What is the best way to keep from re-appearing.
