inground pool emptied over winter, liner pulled away

I have a 20x40 inground pool. Had 2 tears repaired before winterizing, opened up 2 days ago, and pool is empty 1/2 down the slope to the deep end. Waiting for the leak detector guy to come out next week. Liner has pulled away about 12" from the shallow end sides. Leak detector guy told me to fill up slowly. I'm up to the shallow end, about 3-4"" and the water pressure does not seem to be 'pushing' the liner back close to the wall. Can it rip if I continue, or will it go into place? Please advise. I stopped the water at this point, do I continue or wait....
