I have what I believe to be is black algea. I have a concrete pool. There are black dots on the walls and floors in various places in the pool. They will not vacuum up and the regular brush doesn't scrub them up, the wire brush seems to work on some of the spots but with a lot of scrubbing. What do I need to use or do? or is it possible that these could be stains or something
Thank you for any advice anyone can give!

Black algae can be lots of fun to remove. You have to keep a very high level of chlorine and brush the algae to remove the outer coating so the chlorine can penetrate.
