sand or solid ground

i previously had a 24' above ground round pool and took it down due to rust issues. i acquired an 18' round above ground. im planning on putting it up where the 24 was but it will be sitting on sand and lime under the sand. is that safe to do ? or do i need to dig down to the ground for my base to go on ??
