What do I do 1st?
a.)Vacuum bottom
b.)Shock
c.)Stabilize
d.)Raise pH
Please give me some clues.

What are your water test readings? Cl, pH, TA, CYA, to start.
What is your pool volume?
What is your pool made of? ie concrete, vinyl, fiberglass.

You may need to shock it really well with liquid chlorine.
