Water won't pump

I have an above ground Kayak pool. Just when I thought I had seen every problem.......

I hooked up the pump as usual. When I turned it on....the pump runs but it won't pump anything. The pool is half full, I wanted to just circulate the water thru the filter and treat that water before I filled it. Then I took the pump back apart and just let the water line down to the ground and opened it full, no water came out...I don't get it. Then I took a hose and back filled the bottom drain hose thinking I had air, nothing.

Any ideas.

I have to ask the obvious question, but ... Is the skimmer turned off? If you're sucking from the skimmer with the water level too low, air will get into the line and the pump will never prime.

Yes the skimmer is turned off. Even just taking the hose down to the ground, wouldn't the law of gravity make the water run out of the pool? it won't even do that.
