Black water-level rings on the steps

Algae problems in swimming pool water.
Green (cloudy) water or slimy pool walls.
Black algae. Mustard algae. Pink or white pool mold.

Black water-level rings on the steps

Yeah, okay...what causes these?
I don't have black algae. There is nothing black anywhere else at all in the entire pool. But there are these two black water-level rings on the steps (I have walk-in steps in an inground pool). I have scrubbed scrubbed scrubbed to no avail. The rings were there when I bought the house (POOL!) and have become neither worse nor better with time/effort. Clues? It doesn't come off. I am leary of using a wire bristled brush to scrape scrape scrape with. Suggestions?[/b]

Rub some vitamin c tablets on it and see if it improves. If it does, it's a metal stain. If it doesn't, try rubbing with a chlorine tablet, if it lightens, it's organic.

Other than that, I have no idea, unless it is rebar showing through.
