Skimmer Question

I have an inground pool with two skimmers. the first one which is the closest to the pump has one line plugged up by a screw and the second line does a good job skimming and sucking the water in to the basket. The second skimmer which is farther away has two lines and they are both open. I am not getting a very good suctioning at this skimmer. Should both lines be open?
