Replacing Pool Anchor

I need to replace 2 cement anchors for the pool cover. I've got the old anchors out and need to replace them with 2 new one. What's needed to support the new anchors in the hold without them just "free" turning? Is there some sort of epoxy cement to secure them?

When you drill it must be a little smaller then the anchor and you should have a tool to tap them in, if not use a scrap piece of wood over anchor and set with hammer. Make sure the screw piece on top is all the way in
