marbelite without filling?

We had the marbelite done yesterday morning and "some" water trucked in later in the day. The water company must have had some difficulty and we haven't seen them since. The pool is only about 1/3 full. The pool company is working it out with the water company, but my question is whether or not this is a problem for the marbelite? I was under the impression it was important to fill right away to cure the marbelite. I don't trust the pool company to be completely honest. It has been raining off and on for the last day if this helps??
