blistering and peeling liner

A new liner was installed in our in-ground pool one year ago. As of last week, we noticed what looked like bubbles along the design border of the liner. We gently rubbed the bubbles and the liner began to peel away in those areas revealing the white underneath. The water is perfectly balanced and clear but we are worried to let our children swim. Has anyone experienced such a thing?

liners have a uv inhibitor in them. "if" the liner was made improperly there is a distinct possibility that the problem you are having is coming from the UV rays hitting the liner above the water line. CAll your installer and have him/her contact the liner manufacturer and explain the situation.
