Pool water

We have just put up a 16x4 intex above ground pool we used city water to fill awater turned green bout 5096 gallons once took solar cover off water took on a greenish clear color have added stabilizer and added calcium hyprochlorite 2 bags and 8 lbs of stuff like baking soda but water still green today added a shock wave treatment one bag and still no change have took sample to water guard and they advised chlorine was a little high but all other readings were fine


any ideas
