We've had our pool for 14 years and have been using baquecil with not much difficulty other than the expense. This year everything was going fine until a few weeks ago. We started noticing whitish circular masses, about 1/2" to 1" on the sides of the pool. Then we started getting a tissue thin layer of something, also white, and slimey, coating the bottom of the pool where the water flow is minimal. Its like pieces of toilet paper. We've been cleaning the pool like crazy but this stuff goes through shock (clarifier) faster than we can add it. The pool water is also hazy. Today we are going to take the filter apart and replace the sand. Maybe the filter is loaded with this stuff and that's why we aren't getting anywhere. Any help would be appreciated.

This is called water mold or tissue mold and all baqu-junk pools get it eventually. The baquacil forums are filled with this exact problem.

You should consider converting to chlorine, as I understand that once you have it, it's a bear to get rid of.
