Somebody help Please?

I just purchased an 18X4 easy set pool from a church yard sale. There were many extras but not the first piece of instructions.
I downloaded manuals for the pool and pump from the intex store website and that was a great help. However, there is an over the side surface skimmer that for some reason, i can't get to stay in the water level enought to do it's job. It works fine when i hold it. Is there someone who knows a way to keep it steady on the side or can i put some kind of weight on it to hold it?
Any and all info will be greatly appreciated.
