new pool - cloudy & sandy

My marbalite pool is 3 weeks old. After a rain some sand has been deposited. Since new, the pool has remained greenish. Currently: pH=8.4, Chlorine=10 - jumped from 0.5 after 1 cup of granular chl but I have been putting 1-2cups per day for a week , ALK=80, Stabilizer=30-50.
Concerned that I am not seeing any difference in cloudiness.

the greenish look could be from metals in water from fill water & adding a bottle of sequestering agent/metal remover should get rid of it.
also work on lowering PH which is to high.
