As a new pool owner what is the most important chemical to balance and check first? pH or alkalinity? Doesn't all the other chemicals depend on the proper balance of pH first of all for each of them to do their respective parts? Someone told me this is true but another stated its the alkalinity.

Chemical balance
pH is critical and chlorine and the other chemicals work best within a specific pH range (7.0-7.6).
Total alkalinity most often affects the pH in addition to overall pool water balance. In the order of balancing pool water, alkalinity must be adjusted first.
In adjusting the alkalinity we affect the pH value so for this reason Total Alk should be done first.

That is not always necessarily true. If you have a low pH and a high TA you aren't going to want to lower the TA first (using muriatic acid) because you will bottom out the pH, dissolving plaster and copper. Not only that but it will then take a huge amount of increaser to raise the pH.
High TA High pH
lower both with acid
High TA Low pH
raise pH then lower TA
High pH Low TA
raise TA then lower pH
Low TA Low pH
raise TA then pH
High TA High pH
lower both with acid
High TA Low pH
raise pH then lower TA

Low TA Low pH
raise TA then pH
