keeping tadpoles of the pool cover

I have an in ground pool in my backyard, along with a creek. the problem is that frogs come and lay their eggs in the pool cover (which is filled with water.) Is there any way to keep this from happening? I was thinking of tossing in some liquid chlorine to just kill the tadpoles. Would this work?
