Heater startup after new plaster

We recently had our pool remodled with new quartz plaster finish. The plaster has been finished for 20 days or so. Our pool company has said we need to wait 40 days to run the new heater. Is this correct?

They have said it is safe to swim in now, so don't understand why it would harm the heater.

I would prefer to see the equipment (including the heater) working before I pay my last installment.
