Sand filter pressure too high

I have a Hayward sand filter that normally operates at 10psi. Since I started the pool this spring, the pressure gauge is pegged at 21psi. I have backwashed many times but the pressure remains high. I checked all the return fittings and I don't believe I have any blockage.

Do I just need to replace the sand?

No you do not need to replace the sand. Does the pressure gauge stay at 21 when the pool is off? If so- new gauge. Look into getting a sand filter cleaner/degreaser (make sure its both). This will clean the sand to almost new condition.
