chlorine block

My pool is painted fiberglass, about 9,000 gal. My chlorine is testing a med orange. I have a total of 2 packets of non-chlorine shock packets over a 1 weeks time but that doesn't seem to help. The chemicals I am currently using is Simplicity's Synergy kits. I do have dichlor on hand but I am supposed to only use that after a hard rain. Please help I am somewhat disabled and would like to be able to use my pool.
