can you over shock a pool......i have foam now and need help

[help needed]

opened the pool, have 25000 gal. green floor was vacuumed to waste. Then I started shock treatment. My ph was at 7.2 ..I got from dirty green to cloudy green with 50lbs of shock. The local pool store said i need to turn the pool from a cloudy green to a cloudy blue. I kept on adding shock and now i have a think layer of foam on the top. I checked the ph level and it was below 7 so added 8lbs of sodium bicarbonate. Left it on filter for a couple of hours and the foam is not going away.

Please help me somebody.
