Top Rails Flaking Paint

I have a pretty new pool (2 years old) and the top rails are flaking paint like crazy, mostly on the water side underneath. What can be causing it? The pool brand is a reputable one. I use Baquacil. If anyone has experienced this or knows a possible cause, please respond. Thanks.

i just unscrewed all the sides and painted them with a white high gloss exterior paint. looks great.

if your pool was painted and it was dirty, this can cause chipping. the paints held on to the dirt, not the metal - which is now coming off.
