pool repair - old leak

I had a leak in my new liner last August and repaired it with a small kit.
It leaked over the winter again. I am planning to repair the holes once more. Should I remove the old patch first or will that cause bigger problems???

Well, i know when i had to redo one of my patches, i removed the patch, roughed up the surface and reapplied.
I think its better to do it that way.
