Pool pump pressure

We went to hook the pump up this yearand the pressure valve was stuck on 40. we plugged every thing up and the guage continues to stay on 40lbs. of pressure.Is our guage bad or is the filter holding to much pressure.And yes we did backwash to see if that would bring it down.

Even with the pump off? Then it's a faulty pressure guage.
