Green Foam

I am so frustrated with my pool. I have spent sooooo much money on chemicals and it still looks like a pond. Here is the latest: There are bubbles on top which turn to suds and it looks like there is an oil slick on top (but there is no oil) and then that will turn into foam! I cannot find anything like it on any website. I skim it out and it will reappear the next day. Did I get some bad shock or what? The most recent thing I did was to add Floc, but there is no change whatsoever. Please help!
