Pool Pump

My pool pump is not working - was working fine and I noticed a leak by the pvc pipe and it was not working right. So when I had the leak fixed and turned on pump (primed it twice) - it is trying to work but not enohg water is going thru -

Then I noticed, the water level in pool is just even with the tile and I need to add water - not to sound stupied -but could this be my problem?
