separate pool and spa on same plumbing equipment

I have a separate inground pool and spa that run off the same pump/filter/heater. When the pump turns on the water level in the spa either goes too high and overflows onto the deck or goes low and the pump runs dry. Is there any way to plumb this so this doesn't happen? I have tried adjusting the ball valves on the intake lines but it isn't sensitive enough and seems to vary with the cartridge filter's cleanliness. Thanks!

If you can add some pictures of your plumbing setup it would be easier to help you with this.
