The matting/piping on the roof appears to be breaking down and pumping fine black dust? particules in to my pool .
Is there any way to stop the breaking down of the piping.

Unfortunately, the rubber "matte" do not have long life the strength to with stand the chlorinated water or the outside elements as well as a polypropylene product. They will continue to deteriorate with age. We recommend the Heliocol product for the reason.

Solar heating corrosion?
Some manufacturers of solar panels use plastic materials specifically designed to resist breakdown from chlorine. Fafco is the manufacturer of solar panels I have and I'm sure there are others that are also very good including Heliocol. You can see the relative efficiency of different brands here.
