General Error - cannot post message

There was a report of a "General Error" message that appeared after trying to post a topic or message, or send a Private Message.

I was able to replicate the error (probably resulting from the use of a non-English operating system or keyboard). I have made the necessary changes to the Database to prevent this from happening in the future.

Please report any "General Error" messages here.
