Pop Ups

I have a pool with pop ups and no pressure is getting sent to them. I have stripped down the filter and cleaned completely. I have a brand new pump. I have taken out the cog system that rotates the flow to the pop ups and taken out all the pop ups in case there is a blockage somewhere that could be forced out. Now when I turn the pump on the pressure is 25 but I am getting a very small amount of it going to only 1 pop up. Is it possible I have a blockage somewhere?
