Enhancer causes sudsy/grimmy film on water surface

I added Leslies Ulter Bight water clarifier, because the water was somewhat cloudy. After adding the enhancer the water surface appeared soapy and as the day wore on the surface had a grimmy film on it that you go almost blow off. Has anybody else seen this before and how long does it last before it clears up? How do you get rid of it?
