Should skimmer be overflowing all over?

Hi, New pool owner here as of 1 week. The skimmer on our pool sloshes water all over every time anyone is in the pool. It pours over top of the skimmer around the lid and out through the holes that fits the lid in. Is this normal? Another pool owner says his does not do that. I hate loosing all of this water and we are on a well!
