Perfect readings but no chlorine

We have perfect readings for our in ground pool but no chlorine levels. I've been reading that extremely low chlorine levels is attributed to the chlorine smell but we have no smell. Our water is clear and we have shocked it twice. Any ideas?

What are you using to test the water? CYA level?

You have to test your water for chlorine level before we can come up with any solution. Have you read the "pool school"? :?:
