When and how is the best time and way to give your pool an acid bath.

You should first get some bids by the best professionls you can find.
Your plaster may not be able to handle an acid wash.
Most home owners would not be qualified to handel this job without possiable sever consequences. LIke death. You should have two people.
You need to have a resperator thats approved for the job. You will need to rent a submersable pump. You'll need goggles, gloves , and boots.
If you spill acid on the coping or deck it musted be washed down immediately. If you have colored plaster you have to work from the deep end out don't step in the acid you'll leave foot prints. Make sure you wash off your boots before exiting pool.
They make additives for the acid to reduce etching, fumes, thicken the mix, and to whiten the plaster.
Most people use and plastic watering can to apply the acid using a 50% mixture . Rinse off almost immediately unless you use additive then you can leave it on for 30 seconds.
