Leaking Concrete Pool

I don't know if anyone can help at all, we have a pool which was constructed with concrete blocks and had concrete poured between the 2 walls and the base was concreted, it was then tiled with ceramic tiles and it leaks! We know it is leaking from the pool itself because we ordered swimming pool grout from the U.K. and regrouted it, we found that water had got under some of the base tiles so took them up and relplaced them and it stopped leaking for about 2/3 months. We live in Gambia and it is hard to get products here we have to import anything we need. We have just tried fix a leak with no success and don't know what to do. Is there a product that can be painted over the tiles to seal them? I guess we are hoping for a miracle but thought it was worth a try. Please help us
