algae and solar cover

I haven't really had a problem with algae in the past. This year i have a lighter solar cover (blue, rather than black) and keep getting algae. Is this likely because of sun penetrating the lighter cover, or do you think there is another reason?

We are also having algae in our pool, and the pool guy (not a professional, just a handyman) claims it's because of the solar cover (clear "diamond" cover) and refuses to close the cover. With gas prices being what they are, our heating bill is terrible. Can anyone discuss whether there is a link between algae growth and the use of a pool cover?
