Cloudy water for 2 year

[Hopeless]

[b] :( I am on my second year now with cloudy water. All chemicals are within range other then free chlorine and stabilizer. I reasently tried floc and recieve very little result. What is next? Empty 3/4 of the way and start over?[color=red][/color][/b]
